Pandaren can be Shaman. Fair enough. Why are they unable to be Druids? Is it strictly a game reason or is there some kind of lore to support it?

Pandaria’s been lost to the world for millennia — millennia that conveniently included the genesis of druidism. Simply put, they had no one to each it to them. Before you say “well worgen can be druids,” Gilneans only had very, very basic nature magic (that was probably a result of night elf blood/teachings anyway) before meeting the night elves post-Cataclysm.

If Blizzard really wanted pandaren to be druids they could have just made something up, mind you — they always, always do — but that clearly wasn’t the case here, so both reasons are right.
